Graham Macmillan

Senior Program Officer, Inclusive Economies at Ford Foundation

Graham Macmillan is part of the Inclusive Economies team, focusing on impact investing and the capital markets. He is responsible for developing the team’s grant-making strategy and coordinating it closely with the foundation’s work on mission investments.

Before joining the foundation in 2016, Graham was director of corporate citizenship partnerships and business partnerships at Citigroup. He worked with Citi’s myriad businesses to drive economic and social impact with clients and other key stakeholders, while contributing to the company’s broader citizenship reporting requirements. Earlier, he served as senior program officer for financial inclusion at the Citi Foundation, where he managed the foundation’s grant making in nearly 90 countries while also leading investments in innovation, thought leadership, and research. In his initial role there, Graham managed the foundation’s microfinance and enterprise development portfolios.

He has also served as senior director of VisionSpring, a leading social enterprise selling consumer products to promote economic development. He currently serves on the board of directors of Village Capital and ROC USA. Previously, he was a member of the executive committee of the Aspen Network for Development Entrepreneurs (ANDE) and a term member of the Council on Foreign Relations.

Graham earned his master’s degree from New York University’s Wagner School of Public Service, and his MBA through a joint program at NYU Stern, the London School of Economics, and HEC Paris School of Management. He earned his bachelor’s degree from Colby College.
